The rule of thumb for gas line right of ways is a dollar per inch in diameter per linear foot.  I'd use that as a starting point, unless they're talking about a temporary water line that will be removed when drilling activity is over, in which case you could definitely go a lot lower.  Just make sure that you protect your surface in either case.
