Black and Yellow Pipe running along side Hills Creek Rd in Middlebury Twp

Was driving down Hills Creek Road last evening and there is this 4-inch black pipe with yellow stripes lying along side the road for a few miles. Anyone know what this pipe is for?

It's probably gas pipe. I've heard that they are laying gas pipe all over eastern Tioga County.
