While they haven't decided on the exact route, looks like TCE2 probably would go down the Rte 15 valley. That is, if they can line up customers.
Do you mean by saying "line up customers" , that they need to lease all the properties it is going to go through? Why would they go ahead with such a huge endeavor and not know the final results?
No, it's customers who would use the pipeline to transport their gas. The "open season" is the part of the interstate pipeline approval process where the company proposing the pipeline must demonstrate "public convenience and necessity".
If they are a public utility they already know the outcome?
Afaik, FERC doesn't just rubber stamp pipeline proposals as presented. But if a project is approved, then property can be condemned for the pipeline r-o-w.
