Jeff -

What you have pictured here is a good old fashioned rotary "tri-cone" rock bit. From the large cone size and large teeth, as well as the upward facing jets above the cone bearing journal housings, I'd say that this bit is used for drilling the surface hole section. The bit appears to be lightly used and in good shape; it would not surprise me if it would be able to drill several more holes before having to be replaced.
