I am not sure that this is a quiet title issue. (I am certainly not an attorney)
I have seen legal notices for quiet title in the Sullivan County Pa newspaper, but think they are unrelated to nonproduction from wells.

Actually,  if you read the case it is a quiet title issue,  but it may not have been real clear on the piece from the web site,  I actually went to the court house and looked at the case myself.
