It may be more a case of the hapless minority (that own the majority of the land) being at the mercy of the landless, uneducated and unwashed masses of the New York City metro area.

Upstate New York appears to be under the thumb of the demographics that place those city folk in control of too many aspects of their lives.

I have a great deal of pity for upstate NY; controlled by a cesspit named NY, NY.

If I were a landowner in NY and had paid my propery taxes every year and tried to make a living from that land....I think i would organize a OCH (occupy City Hall) and drive in on a bunch of tractors and surround the State House in Albany. This is sad and scary that this can and is happening in our country!

Actually, there is a way for landowners to stand up and apply pressure to the non taxpayers.  Landowners should escrow all property taxes and demand that non property owners have no standing to vote on any property issues.  And to have parity, votes can be prorated based on acreage and fairness.  I know there are extensive law on the books about "Taking."  New York's actions against landowners minerals are clearly in my opinion "a Taking, without compensation."
