We have three permits on property with this class.Does this mean we wont get a producing well?Thanks

The classification looks to me as if the operator is drilling the well to obtain cores, electric logs or maybe to perform a seismic "check shot" survey where geophones are lowered into the well on electric wireline, a charge or vibrator truck is run nearby to generate the downhole sound waves, and then all the data is coalesced to create a more complete view of the subsurface.
Data wells like this are frequently "temporarily abandoned" with cement plugs that can be drilled out later to allow the well to be converted from temp. abandoned to production status.
