James well (Route 62 Mercer, PA) has a flare.

Any correlation between the size of the flame and if the well will be a productive one?

Well... a large flare can't be bad, but indeed not necessarily the whole story.  If condensate/oil is being produced, it will be separated into tanks on site and usually trucked away so won't contribute to the flare.
