Can land that's in different states be in the same unit?

Can the O/G cos. put land that's in PA & WV in the same unit? I've been told they can't do it because of the different laws I each state. But then I've been told they can do it. Has anybody had this happen?

Noble energy I believe are drilling wells on wb22 from WV into PA.
Although the Pad is literally on the State line. So I suppose they could call the Northwest laterals one unit and call the Southeast laterals being in PA another unit .

rmc, Thank you. You don't think both states can be in the same unit?  Are there different laws for each state?

Hi Nancy I have been told by a Oil and gas company that they can. I have seen a map with plans for future wells that will drill across the state line. I was told that it will be like a coal mine that crosses a state line wherever the gas comes out of the ground those state laws will apply.
I don't have much faith in what the companies tell me. I'am kind of like I will believe it when I see it happening.

Hello again Nancy after some further thought I believe that what I said is right about whichever state the well head is located will dictate which state laws apply.
Point being the WB 22 well has laterals permitted into PA from the West Virginia DEP site but there isn't anything at all on efacts of PA of those laterals so they must be considered WV wells.
