Declaration of Oil and Gas Notice

Has anyone ever heard of this document? One is filed in the Wetzel County court house by a coal company claiming to be owner or lessee of one or more coal seams or workable coal beds...nothing was ever signed in this regard related to my property. They are claiming interests in 6 pages of property owned by various land owners.

If you Google "Declaration of Oil and Gas Notice" you'll find plenty of information as well as actual Declarations signed in several states as examples.
