Accumulating Shallow Gas Leases

Reading the BLXInc.net/Vintage website it appears like a great idea is in the works to encourage NG development in  Armstrong, Indiana & Jefferson counties in Pennsylvania.  Any news on how this plan is progressing along, and if there is timeline when a sale might occur?

As gas companies tier 1 acreage is drilled out how will they utilize their tier 2 acreage in the future without buying blocks of new contiguous acreage?  Drilling long laterals without these blocks of acreage won`t be possible.  Any thoughts?
