WHY I CAN'T GET LEASED?

OUR LAND IS NEAR DOMINION STORAGE,BUT, WE ARE OUTSIDE THE BUFFER ZONE.FOR SOME REASON SHELL WONT LEASE MY LAND. FIRST THEY WERE GOING TO THEN IT CAME TO A HALT. WHATS GOING ON?
