Utica Shale drilling in Ohio is up 32% vs. March 1st of this year.

I am wondering why drilling is up so sharply this month in the Ohio Utica Shale. According the the Ohio DNR report release today, 133 wells are now classified as drilling vs. 101 on March 1st. Chesapeake accounts for 22 of that increase, up from 26 to 48. Map of Ohio Utica Shale wells "drilling", according to the Ohio DNR.

Is it the weather, improving infrastructure, need to replace storage, decent return for operators, or all of the above?

Could have somethingto do with frost laws in many townships being lifted April 1st. They try to keep rig moves on County and State Roads in winter. Roads are made to tolerate heavier traffic. Twp requires bigger bond during winter months and RUMA's require maintenace so more expense.
