Will there be any activity west of I77 anytime soon or is it dead.

Low oil prices and lack of  market delivery pipeline capacity have slowed activity dramatically, The pipelines will come online in 2018 and oil prices are slowly rising, crossing $60 today, up from a low of around $42. That is the optimistic perspective. On the other hand, the horizontal methods that are being fine tuned in the U.S. are being exported all over the world, and will likely result in additional oil production, which has a natural effect of lowering prices.  

I think the geology has more to do with it than anything. The wells west of I-77 have been failures. Until they find a way to "crack the code" in the oil window there won't be much activity. Personally I think we're years away from that happening. But the low oil prices and lack of infrastructure certainly don't help either...
I think they know how to get it if they want it - and if they want it they'll get it.

Asset management / market conditioning / market matching.

Also picking the lower hanging fruit 1st has a lot to do with it I think.

I guess "they know how to get it" in the sense that they could get out a small portion of what is there if they wanted to.  But it is not cost-effective for them to develop right now with current techniques.  Costs too much for too little recovery.  Techniques will be refined and it will be figured out eventually.  Market conditions right now not helping.

That's what I'm reading / that's what they tell us.

Also, I think they don't tell us everything.
