So, not surprisingly, our newly elected governor of Pennsylvania, has banned any new drilling on State Land.  Is this a good thing for folks that own land bordering State Land?  Does it make neighboring properties more valuable?

In my opinion it would only make the properties more attractive to the gas companies if they are large enough to contain a drilling unit without the inclusion of any state land, which is usually 640 plus/minus acres. So those bordering state land with small parcels are pretty much out of luck unless they already have leases in force on which drilling activity has already begun.  

I believe the ban only applies to state owned property where the state owns the oil & gas rights.  I don`t believe it applies to state owned property where someone other then the state owns the oil & gas rights.  Is this a correct assumption?

I am not sure what happens if someone else owns the oil & gas rights and the state retains the surface rights??
