Some people have, I'm assuming this wouldn't be hard to get on a transmission line.  Its just depends on how much tax you want to pay.

Jason - When we negotiated our pipeline agreement, they have to pay original amount again for any future lines. They also have to honor original agreement on all levels for each additional line, including payment, if they need them. All around us negotiated same.
