Now I am realistic enough to know not every job created by the shale industry will wind up with a person who calls Eastern Ohio home. However, not all of these jobs are industry specific. Meaning most functions of the industry are relative to work already performed by Ohioans.
Case in point is processing plants. Ohio's skilled trades people (electricians, plumbers, carpenters, ect) are plentiful and highly qualified to build just about anything including processing plants. Mark West Energy Partners, Pennant Midstream, and Blue Racer Midstream all utilized the area's workforce. THEY DID THINGS RIGHT. You may not think of this as a big deal but it helps control rent prices in the area and cuts down on traffic. It is a real economic stimulus.


On the other hand you have companies like Access Midstream and M3 Momentum building processing plants in Carroll and Columbiana Counties using every person they can find from Texas, Florida, ect. These folks drive UP rent prices and only contribute to hotels' and restaurants' bottom lines. Yeah, out-of-state workers who have been working in the oil fields for the last decade tend not to have the same sort of drug problems as the lower income, urban population of the Youngstown/Warren metro area.

Based on your shock at the rate of drug abuse it sounds like that is totally new information for you.

12th highest overdose mortality rate.  More Ohioans die from overdose than car accidents.  If you don't think it's a problem it's likely because you're another slow-witted, unskilled bum who likes to find random things to bitch about, facts be damned.

The 10% number came not from industry but from a company that does the testing.  Industry suggests it's not quite that high.

Okay Mr. Grayson. We get it drugs are the DEVIL. (so then too are fast food, alcohol, cigarettes, ect. all things that lead to mortality) Now a few points about your articles:

1. Quest Diagnostics Drug Testing Index is NEVER directly linked to testing workers for jobs in the oil and gas industry. Rather it would seem that the reporter asked the company questions about drug testing in general.

2. The Ohio Oil and Gas Energy Education Program (the shale industry's spokesperson) is way below your 95% number. They claim between 10% - 60% cannot pass drug tests. The low end of this number means your stats are off by a whopping 85%! Even on the high end your off by 35%.

3. The industry's own Rhonda Reda has this to say, "Former military and volunteer firefighters can typically pass the drug test, and they’re used to working in all types of weather conditions.” Ohio has many of these folks and yet energy companies are still bringing up their buddies from the south. It's not just about failing drug tests, its about opportunities. I do not see the industry trying real hard to help Veterans get hired.

I think you may need a drug, Ritalin. Did you want to talk about jobs for Ohioans, jobs for veterans, or drug legalization? Please explain your economical theory that does not allow for ohio to benefit even if some oil/gas jobs are going to out of state employees.

Not saying Ohio is not benefiting even if some oil/gas jobs go residents outside of the state. Although let's be real. Out-of-state worker benefits the service industry much more than an in-state guy. However, in-state guy getting hired means one less person who comes into the area looking for let's say housing. In-state guy (we're assuming) already has a residence and even if they do not will probably be more inclined to buy a house rather than rent. 

I read an article in the Repository about how housing rentals have QUADRUPLED in Cambridge in the past couple years. This is not due to locals getting these good paying shale jobs. Rather its out of towners with $$ to spend and need a housing. If you're a land lord great but if your Grandma Jane on a fixed income you are SCREWED.

So I think it's important to look at the unintended consequences of exporting these jobs to outsiders. Let's keep as much of the work to local contractors as possible. All of these out-of-state workers AVOID paying local and state taxes. Yet, when one of them gets hurt on the jobsite or commits a crime they are taking a bite out of the public services that us taxpayers provide. All of the while they're getting something for nothing!

Nobody said drugs are the devil.  I said a lot of people use them and for some reason that's really, really hard for you to grasp.  As to your points:

1.) Correct.  Quest sees a high failure rate and extrapolates it out to cover the O&G industry which makes perfect sense because the pool of workers who are failing said tests is the same.

2.) It's not my 95% number.  Someone else came up with that one.  I merely mentioned that the local newspaper reported a number that represented 9 out of 10.  Again, not my number at all.  And OOGEEP basically gave us completely useless data because "between 10%-60%" is the equivalent of a weatherman saying "it's either going to be sunny and 75 or it's going to snow seven inches".  Also, there is in fact a difference between "your" and "you're" and if you don't know it by the time you start ranting on the Internet then I'm pretty certain that I'll be dismissive of your opinions.  Just saying.

3.) It'd be nice to see more veterans hired but it's not as if you can actually force them to go work in the industry.  Companies hire the best person for the job and almost every time it's the person with the most experience.  Those are the people who have been in the existing fields rather than the emerging ones. 

A guy I know was called by Steubenville post of Electricians Union to work on one of the plants going in south of here.  He is allowed to turn down three jobs I believe and he turned down this job even though he was unemployed at the time and the pay was enough to keep them going if he could not get a job after that one.   He did eventually go down there for a second phase ... must have used up all his turn downs but he complained about having to work hard.  Unbelievable you have no job but you turn down a job.  And that my friends is what unions do to work ethic!!!  Unemployment pay even though you were offered a job and turned it down?, strike pay, shut down pay, vacation pay.  It is all disgusting!  If the people in Ohio can not pass drug tests or just plain don't want to work then shame on them.  If you are a union worker in any of these fields and don't have a job right now put down your beer, cigarette, joint etc  and turn off your TV and get your you know what over to the union hall every morning at 6 am to see what's available!!!!!  No Excuses!!!!!  There are guys camping out on Winona at the campgrounds there from out of state because they NEED and WANT a job!  Do what it takes or watch someone else sleep in a tent or cheap little pop top camper and take your job from you!

Well said!  I notice that Cambridge,ohio is getting very busy,many,many people driving around town in the middle of the day.long lines at traffic lights. These are not oil&gas people, cause they are working! These have to be people who don't work.It's become too easy for people to live their lives in this country without working. Maybe they are driving around looking for jobs???
