Once a permit is issued how long do they have to drill the well or do they have to drill the well at all?

They don't have to drill, but if they go too long they would have to re-apply for a permit.

There were 4 well permits taken out 12/01/10  does this mean that all 4 wells should be drilled by now or the permits expires? I know at least one well has been drilled. What  I realy want to know if they will all be coming on line together the pipeline is already connected.

Yes to the first part.

From the DEP site :

The Oil and Gas Public Reporting Application allows the user to query production information relating to natural gas, condensate, and oil production for each permitted well. If a well permit has been issued by DEP, but the well has not been drilled or has not been completed within a production reporting period, the operator is to provide a non-production reason in its report. This will result in a well record with no production data listed.

Well permits are valid for a period of one year from issuance, and all permitted wells are to be reported. If a well is not drilled within that period of time, the permit expires.

In numerous reports the production data is "grouped" by the common means of measuring the volume produced by a specific storage tank or well meter for several wells. For grouped wells, the reported production values have been summed and averaged among all wells in the group.

Production Reports can be selected by Operator and by County. The Download button at the bottom of a production search results page will allow the user to download production and non-production data in the form of raw data for an entire production reporting period by county or by operator.

Thank You very much you have answered
