Sounds like a great idea to me Ann. There must be a lot of old leases that are being held by outfits or families that are no longer in business and families that have simply died out. Any lease that is no longer active or have not been activated within a certain length of time certainly should be returned to the landowner just as if it had never been made in the first place.

Iirc there is provision in the draft G/E forced pooling legislation for pooling subsurface rights when the owner can't be determined/located. But that would benefit the gasco, not the surface owner.
