Does the announcement at the recent DRBC meeting to develop staff level rule of approval for drill pads in the basin a step in the right direction for drilling in Wayne Co? Also what has anyone heard about the likelihood of approvals for water withdrawal in the basin?

Depends on whether you are an optimist or a pessimist. The optimist would say that finally the DRBC will develop a procedure that will allow drilling and set up a procedure to do so. These rules should be approved about the time that Hess' science wells wil be completed.

The pessamist would say that this is one more stalling tactic by the DRBC (and it's big city powerbase) and that any rules coming out of the DRBC will effectively curtail drilling with processes/procedures that simply don't make sense and that it will take a federal lawsuit to bring this to a conclusion.

I think that the approved procedures will take longer than 6 months because of massive comments submitted by obstructionists and drilling will occur but much further down the line than we anticipated.
