So Why did Gov Cuomo only announce that 5 counties along the PA border will be the lucky ones where gas drilling will start? I'm in Allegany Co NY and wondered why Steuben was included and not Allegany. Could it be that the 5 counties he mentioned are almost exclusively in Susquehanna River Watershed which is where PA's activity is located. Allegany Co is mostly the Genesee River watershed and thus in my opinion is excluded.
