5 Lucky Counties in NY

So Why did Gov Cuomo only announce that 5 counties along the PA border will be the lucky ones where gas drilling will start?  I'm in Allegany Co NY and wondered why Steuben was included and not Allegany.  Could it be that the 5 counties he mentioned are almost exclusively in Susquehanna River Watershed which is where PA's activity is located.  Allegany Co is mostly the Genesee River watershed and thus in my opinion is excluded.

I own two properties in Allegany County. My question is: Why does NYS choose five arbitrary counties for permitting? Why would it not open to all of the southern tier? Is this constitutional? I choose to believe that it is a taking of property rights, but I am not an attorney nor a judge. I would love for Allegany, Cattaraugus & Chautaqua County landowners to sue the state to make a point, if they in fact go in this direction. Someone has to stand up to this nonsense.
