Specifics regarding drilling under state lands in budget bill signed by Gov. DeWine

Does anyone know the specifics about allowing drilling under state lands that are included in the new budget bill for Ohio signed by Gov. DeWine on July 1, 2021?

Here's a link I found on the subject. I'd like to know if drilling under interstate highways is allowed now. I own property on both sides of I-70. Any additional info. about this bill would be appreciated.
