"Technically no, but any new lessee may mistakenly believe you are still under the old lease, so it is good to get a release filed.  Oftentimes, the new lessee will know that the old lease has terminated given that there is no lease or unit well…"

"You can't sell water in PA.  You can sell access.  Withdrawals are regulated and the most likely consistent source of water that can be permitted will be the river and larger order streams."
