They forgot to mention the following:
a. Dilution is not the only form of treatment in the wastewater treatment plant- it is likely that the metals and radiologicals will precipitate out in the sludge.
b. The treatment plants that I visited that are doing this may not have effluent limits for barium, radium, etc, but the PADEP is requiring monitoring of these levels.
