I think it depends partly on what company they're leasing for. It's not that Western isn't paying or Western is changing the lease- that's really a function of the oil & gas company. So a better question is, "How is WLS when acting as a land agent for company X?"

I believe it was epsilon in this case.

They are an agent for Rex Energy.
