There are those who say the new maps are now based on activity reports received from drillers.
I am not aware of any drilling activity north of SR 6 so it follows there would be no data received from drillers.
I don't know why ODNR changed their color coded predictions from earlier iterations. There was no data to develop earlier predictions and if there's still no data now - why the changes ?
I also think that the whole Chesapeake debacle really threw a monkey wrench into development and development is also being delayed by suggested changes to the laws governing drilling being discussed in Columbus.
There are those that also point to lack of infrastructure in the northern end (our end) of the action.
Chalking it up to the power brokers (inefficiently) maneuvering to get in way of the most money for themselves and in the process creating delays to development and recovery.
Do all you can to get to the linked (S1, S2 and TOC) maps at the ODNR - you can only appreciate the changes I'm writing about if you see the new maps and compare them to the old ones.

The background colors, depicting good - very good , have changed. But as you say, there are no new wells to justify the change. Most of the data points are the same. It seems they did add some data points with the new map, not sure why as there are no new exploratory wells. Even with these new maps, I believe the O&G companies will come, but possibly further into the future. There will be wells in Ashtabula, once the "fairway" is fully leased and drilling commenced that fairway.
