We had 6 acres leased by drilling company for a neighboring well and the reclamation work was begun in the fall/winter of 2013 by KINGS EXCAVATING of Fayette County, PA. Needless to say, the completed job was just awful. They had rocks, logs, roots, plastic all spread out on top and then simply planted. After much complaining, they came out and used a set of discs on about 2 acres, raked it a bit and then threw 'contractor grass seed' and called it a day. 

I'm being told that the permit is closed and wondering if that is the case, can they come back to completely repair or does the permit being closed not provide that option of them being able to come back?

Depends on the state regulation . In Ohio they have to establish a  growing land cover and Clear the land of debris. Contact you local state inspector after reading the regulation  there is a look back period.. You may also find some help with the plastic and scattered trash type debris from you local health Dept  or .  solid waste district . Talk to them about the possible illegal disposal of a solid waste. In Ohio OEPA regulated the disposal of solid and hazardous waste but usually they work thru the local health Dept for sold waste.  This may get involved because ODNR has sole authority over Oil & Gas in Ohio, but ODNR works with the other agencies thru a agreement. So Start with the local Oil & Gas inspector.

Do you have a copy of your lease agreement? We would need to see what the reclamation clause clearly states. You can PM me and I'll be more than happy to help decipher it for you.

Did you sign off on this? In Pa. I had to sign off on the work from a seismographic study.
