"Activists blast pay-per-view provision for documents

A Senate-passed bill allowing local governments to charge citizens for reviewing public documents drew criticism Thursday from anti-drilling activists in Northeast Pennsylvania.

Calling it "pay per view," Leslie Avakian, founder of ProtectMyRightsPA.org, said the provision would force citizens to pay huge sums to read drilling applications, zoning ordinances and official reports concerning Marcellus Shale drilling.

The provision allowing for a per-page review fee of 12 cents is part of a bill approved unanimously by the Senate two weeks ago to amend the 2008 Right-to-Know Law.

As Avakian and other activists [also] criticized forced pooling as an infringement on property rights, Senate Republican President Pro Tempore Joseph Scarnati, R-25, Jefferson County, indicated the issue is off the table for the time being.

"Senator Scarnati does not believe forced pooling should be considered this year," said top aide Drew Crompton. "Senator Scarnati looks forward to hearing the next governor's views on the issue.""

No, not Landex. I haven't looked up the bill, I think it's documents that can now be read free at the courthouse.
I punched up Landex two or three times. But all I could get was listings of deeds, mortgages and other assorted listings. At the right side were prices being charged for looking at the recorded information that was being asked for. $2 or $3 or more dollars each sometimes much more.

? When you asked about Landex a couple days ago, I replies with instructions and this:
"Landex provides online access to (some of) the courthouse's public records. They charge a fee to download the documents, but you can search for free." That is, you could search free and find if a property owner had leased his/her land and when the lease was recorded. But you would have to pay for a copy of the lease/memo.

Landex is a businees, like the people who do the property assessments. With the assessments, we could access our own property record free (and for a limited time, other properties) at courthouseonline. But otherwise, there is a charge. .
And that is exactly what happened Ann. Too bad that I do not have the dollar bills to spare to access the documents I'd like to look at. . It takes far more dollar bills then the little guy has in order to improve his position I guess. But what I am doing is to provide leads to my friends who are better able to access them.

How did it turn out with the two neighbors ... were there gas leases for both properties recorded at about the same time?

The last recording for the one place is june 16 2008. They did have an earlier lease recorded august 9 1979. These were elderly folks.

Unfoutunately I dont know which of their neighbor had the other lease that I spoke of. But maybe I can scare it up.

I just checked nearby neighbors and I found two. one was june 13 2009
the other was may 1 2009.

Spring 2008 was a period when the bonuses really jumped, particularly in prime areas. East's low ball offer in early March was $200 and by mid-summer it was up to 4-digits. Of couse the people who signed for a higher number didn't necessarily get their money.
Bill, reply to your "hello again" post. Those neighbors probably did sign for $1,500 and got paid from the bail-out money KKR invested in East.
