According to the info at the TC website Planning Dept pages, some municipalities do their own. If not, the Planning Dept does. It is a routine proceedure that a lawyer's staff probably actually does, The bigger cost would likely be for the survey.

I am not up to speed on your specific situation, but if you have to subdivide your land, are you sure that leasing is a good idea? For whatever reason Shell does not seem inclined to negotiate lease terms with Tioga county landowners now. They will need to at some point. You have waited this long, and based on your contributions here done a lot of work to inform yourself, so if you do go forward be sure you are happy with the rest of the lease. Happy to discuss details and share what I am seeing with Shell in other townships now if that helps.
