Be careful of the wetland issue with the ponds. Even if you make them larger you are going to need an Army Corps permit. Farm ponds are usually considered "waters of the US" and as such fall under the Clean Water Act. EPA has just expanded its new wetland enforcement program to include farm issues. it is no longer just satisfying NRCS.
