Nice point evan. I would have hoped that the farmers kept the mineral rights when the government stole the land from them. I know a few that kept their rights when I-76 was put in.

If done as easement or R.O.W.,
minerals would be retained by the landowner unless otherwise stated.
If you pull up the well card for Rice Energy's Bigfoot well in Belmont County (Bigfoot Unit 2), there is a link to the plat map of the well. From that plat, you can see that the State of Ohio leased several small parcels that run along SR149 and would appear to a part of SR149. How would the leasing of those be any different than leasing portions of I70?
That was then, this is now.
Depending on when it was done,
Things could be different.
You would need to see if those plats were actually just in the freeway R.O.W.
or if they had been conveyed outright.
Usually, the freeway gives itself a lot of room on the edges, as R.O.W.

After some research, it appears all of the parcels leased by the State of Ohio/ODOT were for lands appropriated from landowners in 1993 as part of roadway improvements to SR149. This is the only recorded lease in Belmont County by the State of Ohio/ODOT. My point in raising the above was to simply show that the State of Ohio is not, as a matter of principle (public safety/integrity of roadway), opposed to horizontal drilling/hydraulic fracturing beneath its roadways including (hopefully) its interstates. I say hopefully for I have mineral rights to two parcels that are separated by I-70. Should the state not lease its land (assuming they have title to the mineral rights), I fear the smaller parcel would be left out of a drilling unit.
Things were different then.
They are not opposed now,
but also, not granting it.
I share your hope to lease under the freeway.
