Yea votes stand with the land owners of Pennsylvania, Nays do not!!!! We landowners need to support those who support us. We cannot forget these people who fight for what's right for the people of Pennsylvania. The fight isn't over yet.

Exactly, p g guy.  This is what I alluded to earlier, a comment which unfortunately drew only responses rooted in politics.  I don't know Kathy Rapp, but I'm betting she is from WPA.  And concerns she might have voiced regarding conventional wells are completely in line with my (albeit vague) understanding of the potential negative impact for WPA landowners.

Once again, I live in NEPA so I don't well understand the concerns from a WPA perspective;  I don't have a handle on the technicalities and details.  But your post has helped shed some light and I thank you.  It's a pity certain individuals, and perhaps even some living in WPA, are so quick to assign an ulterior motive to the votes of WPA Republicans in this matter before bothering to obtain the real facts of the issue from a WPA viewpoint!

The shallow oil and gas wells (less than 2500' ) of NWPA are mostly small co. or mom and pop operations. When  Act 13 was passed one set of state regulations were made for both conventional and unconventional wells. This has created a very real hardship on shallow well producers. The issues between the two types of wells is as different as night and day. I personally believe there should not be any deductions from a 12.5% royalty on any type of well in PA. Maybe Kathy Rapp is just being causes after passage of Act 13

Philip Frist I would like to say I don't own or operate any wells. From what I hear in this area of NWPA Act 13 has made it more costly for disposal of the well brine. This is not the same as flowback from unconventional wells, but has to be treated as such. The minimum size of the well pad was increased. Well pipe and well tubing  can no longer be sold at the local scrap yard. Local groups are working to have act 13 amended for shallow wells. I'm not from Kathy Rapp's district so I can not say for sure, but could be she wants to make sure it will it will not effect the local producers. Hope this helps

HB 1684 FINALLY PASSED A VOTE IN THE STATE ENERGY COMMITTEE TO BRING IT OUT FOR A FULL HOUSE VOTE.THE FULL HOUSE VOTE HAS NOT HAPPENED YET.THIS BILL IS THE MINIMUM ROYALTY ACT GUARANTEEING ROYALTY OWNERS 1/8 OF THE GAS PRODUCED AND ALSO RESTRICTS HOW THEY CAN PAY US FOR MARKETED GAS.ALSO, NO SEVERANCE TAX CAN BE DEDUCTED FROM LANDOWNERS ROYALTY[THIS IS A BIG ONE].

It is on the House Calendar for 3/31 .
Pennsylvania does not need to write legislation to deal with what is really the antics of one rogue company. There are plenty of other ways to deal with them. Reputable companies do not deduct more than the Lessors proportionate share of PPC's based on their royalty percentage. This legislation will kill development in marginal areas, especially at these chronically depressed gas prices. You don't burn down your house if you've got a couple of rats in the walls.
