Since right of ways exist, they could be used for additional lines to transport local gas to processing?

If the easement does not specify number of pipelines or limit the use of the ROW then yes they can add more pipelines in existing ROWs. Sometimes they are restricted to number of pipelines or limited to product carried or limited to gathering, interstate, midstream or other specification.
