Above, a link to an article in the Marcellus Drilling News explaining how the Ohio Dept. of Natural Resources (ODNR) Division of Oil and Gas Resources Management (DOGRM) force pooled a landowner's tract without the E & P company paying an equitable signing bonus.
That doesn't sound good at all to me.
What do you folks think ?

If I understand the law correctly, in order for the ODNR to grant the request, CHK had to prove that they gave the landowner a reasonable offer that was refused and refused and refused....
The landowner will get money. just later.
Now the other 88 % can get their money.
There has to be a way to stop the lone holdout from stopping everyone else from enjoying their rewards.

"Notably, the chief did not require Chesapeake to offer the unleased mineral owners a bonus payment. The July 2012 order for Chesapeake’s Rufener Unit had required Chesapeake to offer the unleased owners a $1,250 per acre signing bonus. It is not clear if the omission of this requirement signals a shift in the chief’s position or if such a requirement was omitted because the evidence presented by Chesapeake established that a fair offer, including signing bonus, was already extended to the unleased owners."

So as I read it, it isn't clear whether or not the landowner was offered a fair bonus afterall; but it is clear that " the chief did not require Chesapeake to offer the unleased mineral owners a bonus payment ".
I guess we need more clarification on what exactly happened.
The language in the article reads as ambiguous to me - how about you ?
Ambiguous news articles irritate me.
I can hardly call it accurate news or anything we can view as factual reporting at this end - what do you say ?
Maybe they should have titled the article " Ohio Landowner Force Pooled - Pehaps Without Bonus " ?
I'm still wondering about whether or not Chesapeake offered a signing bonus in this instance.
To read the article we don't know do we ?
We don't know and can't be certain from reading the article(s).
But the implication judging by the title is that he didn't receive a bonus.
Was there a 'fair offer' made which he refused ?
Was there an 'unfair offer' made which he refused ?
Was any offer made ?
We don't know is the answer that I keep coming up with.
We can assume many things.
The reporting seems to be ambiguous in these regards.
That's all I can interpret from it.
Would like to know what's really going on.
If anybody finds out kindly post the facts - I would appreciate knowing.
