NOOOO!!!!   Just the income tax from lease payments had to be many millions.  Add to that the increase in income to the state from the increase in production-that will be millions.  No increase for the state to waste.

The SE Ohio & WV coal mines fueled the industrial revolution in this great country. Look as what was left behind, poverty in every small town in Appalachia.  Abandoned un-reclaimed strip mines, pollution, an scarred landscape.  Some of this mess is only now beginning to be addressed.

For nearly 100 years, no help was given by the other prosperous portions of the state to this area. 

What makes anyone think this current proposed redistribution of wealth will not leave another mark in SE Ohio & Appalachia.   Higher taxes add to the cost burden of what constitutes economical well production.

Where were the financial resources from the Capitol or other parts of the state, for scores of years, to help our underfunded rural school districts?  Or improve roads?  or Flood control?   Many schools are eliminating sports, band/music and other classes,  that the big city schools don't have to even think about.

ANY severance tax revenue must stay in the counties where it was collected I say.  

By the way, who helped these farmers eek out a living, many working another job and farming, scraping by  to pay for the land mortgage, taxes, insurance, rising costs for chemicals and fertilizer due to high fuel costs over the past several years, who helped them?  Let me tell you all something, the KINGS men were no where in sight with assistance !!  

  

I can support the continuation of the existing 1%  severance tax on O&G, but NO MORE distribution of wealth to other long time more prosperous parts of Ohio. 

If any additional severance taxes were levied, the majority of those dollars need to stay in the counties where the tax is generated until such time our schools are fairly funded.  Places in Monroe and Washington county have township roads where you drive through the creek, there is no bridge, gravel roads need paved in many SE Ohio counties.

The State government has had nearly 20 years to revamp the flawed school funding methodology and has not acted.  

The original proposed severance tax involved more than O&G,  a large variety of services would also be subject to the same tax.  This means everyone's taxes would increase in addition to the O&G severance component for the singled out energy sector.  In essence, land / royalty owners would pay the largest share, considering both tax categories.  O&G companies would pay a severance tax on the "Services portion of engineering, Land work, legal costs, plus the O&G severance on production.  This is a double dip severance tax on the energy development and production.  

What if the State only levies severance taxes the  timber industry?  or Corn production?   The Singling out of just one industry is not a fair or just concept in order to reduce the entire state broad spectrum taxes.  

This is a very broad consequential severance tax proposal, I have great concern even at half or less of the proposed rate.
