Rep Everett does a good job of clarifying HB1684 the problem and how this bill would solve the issue.

late in the interview he says that a 12.5% royalty leaves 77.5% for the gascos.
also notice that he says that many other legislators have constitutional doubts about this bill.
so who really "gets" it? him? or the ones who know that it isn't constitutional?
