Unfortunately it does not. Drillers are NOT required to demonstrate knowledge of proper drilling or well construction practices in order to become licensed. Pennsylvania has developed construction standardsonly for public water-supply wells. There are no statewide construction standards for domestic supply wells. Visit the DEP web page on private wells for more information. Also, check with your township or county government for applicable local ordinances.

 Now perhaps we might know the real problem!

Yes, that is the problem in PA.

And it will be a problem in Ohio.

 Might I ask why this has never been addressed as probable causes for the water well problems?  I have never seen the press even address this but rather jump on the idea that it has to be the O&G as the cause. 

Given that Pennsylvania is one of very few states with NO water well construction standards, you would think it would be given more consideration wouldn't you?  While I have seen some technical reports on the lax water well construction standards, here is the one and only article I have ever seen addressing this as an issue, yet still doesn't go the distance in relating it to methane migration: http://gantdaily.com/2012/01/12/penn-state-water-well-expert-testif...

Why would you expect them to let facts get in the way of what they see as a much more newsworthy (sales-generating) story? They certainly haven't in any news stories posted here, except for those of "Energy in Depth".

One other person I would like to mention in this, though, and I know he has extensive knowledge of how the issues with substandard water well construction could contribute to methane migration is Brian Oram, and I know he is on GoMarcellus.  Currently he is working to establish a database of baseline water tests in areas that are either about to embark in drilling or areas that have.  Brian?  Are you out there some place?  I know he has some papers he has written or some presentations.
